“As CPC continues to grow, attracting talented leaders who share our mission is essential to our success,” said Rafael E. Cestero, CEO of The Community Preservation Corporation. “Kristen, Rachel, Doug, and Serge each bring deep expertise and a proven track record of leadership that will strengthen our organization and position us for the future. Kristen Fontana joined CPC as Head of Capital Strategies. In this role, she is responsible for advancing CPC’s capital strategy initiatives and supporting the organization’s continued growth through innovative capital solutions.
Fontana joins CPC from Wells Fargo Securities, where she most recently served as Executive Director and Head of Public Finance Credit Strategy and Sustainable Finance. During her 15-year tenure at Wells Fargo, she held several leadership positions overseeing credit analysis, serving as lead strategist to a diverse range of public finance clients and driving business development. Earlier in her career, she held roles with the U.S. Office of Management and Budget, Bank of America Merrill Lynch and Morgan Stanley. She brings decades of capital markets experience supporting mission-oriented organizations and public sector financing.
“What excites me most about CPC is the opportunity to bring together mission and capital at scale,” Fontana said. “The organization has an impressive track record of innovation and impact through the intersection of public and private capital. I look forward to continuing to build a strong capital foundation that supports robust lending and investment in the preservation and creation of affordable housing in communities nationwide.”
Rachel Grossman joins CPC as Head of Permanent Mortgage Lending and Capital Solutions. She is responsible for leading CPC’s permanent lending platform and developing new permanent lending products to support the work of CPC Capital.
Grossman joins CPC from JPMorgan Chase & Co., where she most recently served as Managing Director, Head of Agency Affordable Housing and Permanent Lending. Throughout her career at JPMorgan Chase, Wells Fargo and the New York City Housing Development Corporation, she has held leadership roles across affordable housing finance, helping to build and expand lending platforms, develop financing programs and structure complex multifamily transactions. She brings deep expertise in multifamily capital markets with a focus on affordable housing, as well as longstanding relationships across the government-sponsored enterprises, public agencies and mission-driven housing sector.
“I am excited to join an organization so deeply dedicated to mission and impact, and to work alongside the talented, creative professionals at CPC who are helping to solve some of the most challenging affordable housing needs in communities across the country,” Grossman said. “I began my career at the New York City Housing Development Corporation converting CPC’s PLP loans, so joining CPC feels like a meaningful full-circle moment. I look forward to building on that foundation and helping advance financing solutions that expand and preserve affordable housing.”
Doug Stevinson joined CPC in July as Deputy General Counsel. In this role, he will help strengthen CPC’s legal platform by aligning legal strategy with organizational growth, operational performance, and fiduciary responsibilities.
Stevinson is well known to CPC, having served as a lead partner at Windels Marx, where he worked closely with the organization on numerous Community Stabilization Partners workouts and enforcement actions. With nearly 30 years of experience providing legal counsel on complex litigation, governance and risk management matters, he brings extensive expertise that will support CPC across its growing portfolio of initiatives.
“I am honored and thrilled to join CPC after serving as outside counsel,” Stevinson said. “I look forward to forging new and meaningful relationships with the many talented people at CPC. I am excited for the new challenges this role presents and am confident that I can add value to the organization and its mission, leveraging both my professional expertise and years of public service.”
Serge Suponitskiy joined CPC as Chief Information Officer. He will work closely with the IT team to enhance and integrate CPC’s technology systems and workflows, driving operational efficiency, supporting growth across business lines, and elevating the customer experience.
Suponitskiy brings more than 25 years of information technology leadership experience spanning digital transformation, cybersecurity, artificial intelligence, automation and enterprise systems. He most recently served as CIO and Managing Partner at Excel Security Corp. Previously, he led the development of enterprise-wide technology functions at Brosnan Risk Consultants, helping support the company’s rapid growth from $150 million to $300 million in revenue over four years while strengthening technology infrastructure across a 7,000-employee organization.
“What attracted me to CPC is its unique combination of purpose and impact,” Suponitskiy said. “I’m excited to work alongside such a talented team to modernize and strengthen our technology capabilities, helping the organization operate more efficiently while supporting its mission of expanding access to affordable housing.”
