One Dromore Apartments in Scarsdale Will Provide Affordable Homes for Families in Thriving Community Close to Retail and Employment

Westchester County, NY — Governor Kathy Hochul and New York State Homes and Community Renewal today announced the ribbon cutting of One Dromore Apartments, a 45-unit affordable housing development in Scarsdale, Westchester County. The new, all-electric $25 million development offers quality, affordable homes close to schools, shopping, employment hubs, and public transportation. Over the past five years, New York State Homes and Community Renewal has financed more than 5,000 affordable homes in Westchester. One Dromore Apartments continues this effort and complements Governor Hochul’s $25 billion five-year Housing Plan, which is on track to create or preserve 100,000 affordable homes statewide.

“One Dromore Apartments will bring the type of affordable housing that families in Westchester County deserve,” said Governor Hochul. “By investing in sustainable, energy-efficient homes in strong, thriving communities, we are addressing the affordable housing crisis while simultaneously lowering utility costs and improving the climate. This development will provide safe, high-quality homes for working families in one of Westchester’s most attractive communities.”

Developed by WBP Development LLC., One Dromore is affordable to residents earning between 40 and 80 percent of the Area Median Income. The three-story, all-electric residential building is in the Edgemont School District and close to restaurants, shopping, health services, and the Westchester County Bee-Line Bus.

Key features include an emphasis on sustainability, with an all-electric design to reduce energy consumption and environmental impact. A photovoltaic solar array system on the roof will harness solar energy, while electric vehicle charging stations are available to accommodate the growing use of electric cars. These state-of-the art sustainability features will reduce utility costs for residents while contributing to the state’s sustainability targets.

The project is supported by HCR through $12.7 million in Low-Income Housing Tax Credit equity. Additional funding includes $4.9 million from the New York State Housing Trust Fund, $3.8 million from Westchester County’s New Homes Land Acquisition program, and $568,700 from the county’s HOME program. Sustainability-focused financing includes $335,000 in geothermal equity, and $115,000 in solar equity. The Community Preservation Corporation and JP Morgan Chase participated in an $18 million construction loan.

The development also benefits from $562,500 in Clean Energy Initiative, a partnership between HCR and NYSERDA that aligns the development and preservation of affordable housing with the Climate Leadership and Community Protection Act’s ambitious goal of 85% greenhouse gas emissions reduction by 2050.

Governor Hochul is committed to addressing New York’s housing crisis and making the State more affordable and more livable for all New Yorkers. As part of the FY25 Enacted Budget, the Governor secured a landmark agreement to increase New York’s housing supply through new tax incentives for Upstate communities, new incentives and relief from certain state-imposed restrictions to create more housing in New York City, a $500 million capital fund to build up to 15,000 new homes on state-owned property, an additional $600 million in funding to support a variety of housing developments statewide and new protections for renters and homeowners. In addition, as part of the FY23 Enacted Budget, the Governor announced a five-year, $25 billion Housing Plan to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. More than 55,000 homes have been created or preserved to date. 

The FY25 Enacted Budget also strengthened the Pro-Housing Community Program which the Governor launched in 2023. Pro Housing Certification is now a requirement for localities to access up to $650 million in discretionary funding. Currently, 277 communities have been certified.
